Galán Volcano is located in the province of Catamarca, in the north of Argentina.

My suggestion:
It is possible to travel in the province of Catamarca throughout the year. But beware of the strong risk of thunderstorms between January and March.
My review

Located 75 km from El Peñón, Galán Volcano sits at nearly 5912 metres of altitude in the isolated province of Catamarca, in the splendid Laguna Blanca Biosphere Reserve.

Created by plate tectonics over 2 million years ago, Galán Volcano possesses one of the largest craters in the world (approximately 34 km in diameter). To the south-west, Laguna Diamante reflects the image of Galán Volcano.

Among the places of interest not far from Galán Volcano are Laguna Escondida with its colonies of pink flamingos, the Agua Caliente thermal springs in the south, and the Salar del Hombre Muerto.  

To approach the volcano as close as possible, I suggest you use an all-terrain vehicle from Antofagasta de la Sierra.
