Tuguegarao is a town in the Philippines, situated to the north of Manila and home to around 140,000 inhabitants.

My suggestion:
Stay in the town if you're planning to visit the nearby caves, but don't expect to find much else going on (unless it's during festival time).
My review

Tuguegarao is a town that has little to offer tourists, apart from a few monuments such as the basilica. Other than that, I found it noisy and the roads packed with tricycles.

The town serves more as a base for tourists hoping to explore the nearby caves. If you plan to visit the Callao Caves, you can do a return trip by tricycle (the driver will wait) or jump in a Jeepney. The caves are around 25km away.

If you're in the area there are also other caves you can visit. One is full of bats and is about 15mins from Callao. To reach it, you'll need to hire a boat and head up River Pinacanauan. The more adventurous amongst you can rent kayaks and enjoy the pretty scenery on the way. A relaxing stop-over during a trip to the Philippines.
