With the majestic and devastating Mount Mayon Volcano overlooking and situated not far from Donsol, and a number of other points of interest, Legazpi is the ideal place to stay for hikers and other sporty, outdoor types.

My suggestion:
For a particularly high-quality trekking experience on Mount Mayon, I recommend the wonderful Eugene Banares (he's well known in the city), for his wealth of experience and the various other qualities he has to offer.
My review

The port city of Legazpi is not all that attractive in itself but is ideally located for anyone looking to enjoy a sporty holiday which offers a range of different activities all accessible within one specific area.

Lying at the foot of the Mayon Volcano as the city does, I recommend going on a hike so you can see the mountain's graceful curves and lines and solidified lava flows up close, whilst enjoying the views from its summit. There are various routes of different lengths you can take, depending on your particular requirements and abilities. Additionally, with the city only around an hour from Donsol, it is entirely possible to go diving at Manta Point or swimming with a whale shark in the space of a single day, returning back in the evening.  Finally, there are also various historic sites (such as Daraga Church and Cagsawa Ruins), caves (Calabidongan and Hoyop-Hoyopan) and view points (such as Kapuntukan Hill) to visit, so you can easily find plenty to do during your stay! It is possible to both tour around independently (by far the cheaper option) or by arranging things through one of the travel agents available in the city. 

If you experience bad weather at any point, use it as an opportunity to visit the very interesting Legazpi City Museum, then afterwards enjoy a delicious meal of local Bikol specialities!
