This river is only a river in name, as it's often dried up, but that doesn't prevent you from admiring a beautiful landscape in the surrounding area.

My suggestion:
You need a 4x4 to discover all of the region. If you're approaching the river, be careful that you don't end up stuck in the mud if it has recently rained. 
My review

During my discovery of the Kaokoland region, I was fortunate to make a >detour by the Hoanib riverbed for a beautiful drive in a 4x4. I was with a group and we came across a herd of goats, led by young children and noisy dogs who gave us a warm welcome on our approach. 

Although the Hoanib River is dry, it has some vegetation, which grows on the riverbed and which stands out clearly against the more barren parts to the south. It's quite logically a place where lots of animals can be found, including the famous desert elephants which I was able to admire a little earlier in Damaraland, another must-see region in Namibia.
