My suggestion
Go there during the week; avoid weekends and the southern part of the island! If you rent a scooter you'll have the freedom to do as you please. Note that taxis are hard to find.
Cat Ba Island is an ideal destination if you want to spend time visiting Halong Bay.

I recommend that you spend several days exploring sumptuous Cat Ba Island and its surrounding area!
Cat Ba is the biggest island in the Cat Ba archipelago which is near Ha Long bay, in the north of Vietnam, and is largely a designated national park.
My suggestion
Trips to Cat Ba and Ha Long bays from the island are a little less busy but just as beautiful as those organised from Ha Long bay itself, so ideal for avoiding the biggest crowds.

The short hike near to the electrical installation is not to be missed, because the panoramic view is so spectacular!
