Panglao Island is well known for Alona Beach, a beach popular with tourists who are on holiday in the Philippines because of its proximity to many diving spots. The bars and restaurants are next to the beach and the atmosphere is relaxed and pleasant. Only trouble is the prices are quite high. If you go further inland, you can find competitive prices for restaurants and/or accommodation. 
The island of Panglao has deserted beaches and beaches with facilities which you have to pay for. I tried the one at Dumaluan which is one of the most popular and most beautiful beaches. If you want to swim, make sure you go at high tide. 
Another tourist attraction is the Hinagdanan cave. Personally I don't think it's worth visiting as it's small and looks more like a tourist trap than anything else.
